2023 Street Full Depth Reclamation (C.P. 23-17)
Update 9/22/23- The project is complete. Final quantities and payments are being squared away. A notice will be sent in the mail on October 18th inviting impacted properties to the public hearing to be held November 8th.
Update 8/11/23- Phase 5- All iron was raised this week and early next week the wear course will be placed.
All Phases- Early next week, sod will be placed behind curb in areas that was disturbed.
Update 8/7/23- Phase 5- Iron will be raised this week and the wear course is tentatively scheduled to be paved late this week or early next week.
Any irrigation issues will be taken care of this week in all the phases.
Update 7/28/23- Phase 2- The wear course was placed this week in most of this phase. The rest of the wear course is scheduled to be placed next week.
Phase 4- The wear course is scheduled to be placed next week.
Phase 5- All iron (manhole castings & gate valves) will be raised next week.
Update 7/21/23- This Saturday, July 22 the road will be getting toleranced and top soil will be placed behind the curb in Phases 4 & 5.
Phase 4- The base course was paved this week and next week, iron (manhole castings) is tentatively scheduled to be raised.
Phase 5- Reclamation was finished this week, and the road is getting toleranced for the base course to be paved next week.
Update 7/18/23- Phase 4- The base course is scheduled to be placed this Friday the 21st.
Phase 5- Reclamation will be finished today or early tomorrow and following that, the access gravel will be milled off and hauled away.
Update 7/13/23- Phase 5- This week, all gate valves were exposed and filled with gravel for residents to pass over. The iron (manhole castings) is scheduled to be all lowered this week and starting next week Monday July, 17th the road will start to be reclaimed.
Update 7/7/23- Phase 2- Early Next week, the wear course is scheduled to be placed west of Bluebird Street.
Phase 4- The rest of this phase was reclaimed this week. Next week, the road will start getting graded and access gravel will be hauled off.
Phase 5- Gate valves were started this week and early next week they will be finished. Concrete curb and gutter was saw-cut this week and early next week the curb and gutter will be removed.
Update 6/30/23- Phase 2- All the remaining iron were raised this week.
Phase 4- Reclamation started this week and plan on finishing late next week.
Phase 5- Nothing was done this week, but next week the gate valves will be exposed and filled with gravel to pass over.
Update 6/23/23- Phase 1- Wear was placed this week.
Phase 2- Some of the iron (manhole castings) were raised and will finish raising them next week.
Phase 4- New curb was installed this week. Next week, the road will be reclaimed and access material will be hauled off.
Phase 5- An area around the gate valves were saw-cut this week. Next week the gate valves will be exposed and filled with gravel to pass over.
Update 6/16/23- Phase 1- Wear course is tentatively scheduled to be placed next week.
Phase 2- The base course was paved this week. Next week, the curb joints will be cleared and patched and iron (manhole castings) will be raised up to pave wear course.
Phase 4- Gate valved were exposed this week and were filled with gravel to pass over. Next week, curb will be removed followed by installing new curb.
Phase 5- Gate valves are scheduled to be exposed next week and will be filled with gravel to pass over.
Update 6/12/23- Base course in Phase 2 will be placed middle of this week followed by wear course in Phase 1.
Update 6/2/23- In Phase 1, curb joints have been patched and iron (manhole castings) is being raised up to pave wear course. Next week maintenance work will be completed in the existing storm sewer structures. Wear course in Phase 1 is tentatively scheduled to be placed the week of June 19th. In Phase 2, new curb was installed this week, and the street will be reclaimed the following week. Work in Phases 4 and 5 will get going in mid to late June.
Update 5/26/23- In Phase 1, the base was paved and the gate valves were raised. Next week, iron (manhole castings and valve boxes) will be raised in Phase 1. In Phase 2, curb was saw-cut and removed. Curb will be poured in Phase 2 the following week.
Update 5/19/23- In Phase 1, street has been reclaimed and graded. Next week Phase 1 will be paved. In Phase 2, irons were lowered this week and next week curb will be removed.
Update 5/12/23- In Phase 1, new curb and pedestrian ramps have been installed. Reclamation began this week and is expected to be completed the following week. The access material will be hauled off, and will begin to tolerance the road. In Phase 2, all gate valved have been exposed and filled with gravel for residents to pass over.
Update 5/5/23- In Phase 1, all gate vales have been exposed and filled with gravel for residents to pass over. Next week, curb will be saw-cut and removed, and new curb will be installed. In Phase 2, gate valves began this week, and the goal is to finish them all next week.
Update 4/28/23- All curb has been marked for removal and gate valves have been marked to be exposed. Phase 1 will commence the following week, with the curb being saw-cut and the gate valves starting to be exposed and filled with gravel for residents to pass over.
Update 4/20/23 - A project update letter will be mailed to all residents within the project today. Construction will be phased from south to north, with Phase 1 beginning the first week of May. For a map of how the project will generally be phased and approximate timeframes click here.
Update 4/14/23 - Manholes and valves have been marked on the project. Next week, the curb will be marked for removal and there will be some preliminary survey work done.
Update 4/12/23 - The construction contract has been awarded to North Valley Inc. Preconstruction meeting has been scheduled for April 24th. Schedule of construction will be determined at that time. After the preconstruction meeting, the project and contact information will be sent out to residents. Refer to this site for updates during the construction.
Curb, manholes, and valves will be identified for removal or modification on the project.
Identified in the City 2023-2027 Capital Improvement Plan is a full depth reclamation repaving of 6.5 miles of City streets. When roadways are deteriorated past the viable point of a mill and overlay, full depth reclamation or reconstruction is proposed. A full depth reclamation is expected to prolong the life of the roadways 30+ years before a complete reconstruction would be considered.
Full depth reclamation projects would include grinding up the existing pavement section and construction a new 3" bituminous roadway. Existing concrete curb and gutter would remain in place with very limited replacement where warranted. Also included would be minor utility repairs.
The areas identified for full depth reclamation in 2023 include: Foxberry Farms, Jonathan Woods, Oak Bluff 2nd Addition, Hartfiels Estates, Sharons 2nd Addition, Fox Woods, and Winslow Hills 1st, 2nd and 3rd Additions.

25% of the project costs are proposed to be assessed to properties fronting the improvements. The remaining 75% of the project costs will be funded through the Citys Road and Bridge Fund. Residents in these areas will be invited by mail to a neighborhood informational meeting by mail this fall.
