The Metropolitan Council requires all cities in the 7-county metropolitan area to have a comprehensive plan in place that addresses future land use, transportation, wastewater, water supply, storm water management, and parks. Minnesota state law requires cities to update these plans every 10 years. The 2018 plan was adopted by the City Council on December 15, 2020.
