2023 Mill and Overlay (C.P. 23-11A thru 23-11L)
Update 9/22/23- The project is complete. Final quantities and payments are being squared away. A notice will be sent in the mail on October 18th. A public hearing will be held for this project on November 8th.
Update 8/11/23- Restoration is scheduled next week for any disturbed area in all the sites.
Curb joints and catch basin work is scheduled next week in all areas other than site F & L.
Update 8/7/23- Sod will be placed in disturbed areas in all phases, besides areas F and L. Areas F & L will be raked first then will be seeded.
Areas that had stripping will be stripped this week.
Update 7/28/23- Areas F & L- Top soil was placed along the road this week.
Area A, B, D, E, G, H, I, & J- The wear course was placed on all of these areas.
If there is any damage to your irrigation systems, please contact the project inspector Justin Kost at 612-476-2080 via call or text.
Update 7/24/23- Areas H, I, & J- All these sites are scheduled to be milled this week.
Area A- This area will be paved Tuesday, July 25th.
Areas B, G, H, I, J and part of D- These areas are scheduled to be paved this week.
Update 7/20/23- Area A, B, G, H, I, J, & a part of D- All these sites will be milled this Thursday and Friday.
Area D & E- Next week Monday, July 24th the wear course will be placed.
Update 7/13/23- Area A & B- Curb was removed and installed this week. The road is tentatively scheduled to be milled next week.
Area C & K- The wear course was paved this week.
Area D & E- The curb was removed and installed this week. The road was milled this week and is tentatively scheduled to be paved next week.
Area F & L- The wear course was finished early this week.
Area G, H, I, & J- The curb is scheduled to be removed and installed by the end of tomorrow. Areas behind the curb will be backfilled.
Update 7/7/23- Area A & B- Next week, curb will be removed early next week followed by installing new curb.
Area C & K- Curb was removed this week followed by installing new curb. The road is tentatively scheduled to be milled next week or the following week.
Area D & E- Curb was removed this week and new curb will be installed early next week. The road is tentatively scheduled to be milled next week or the following week.
Area F & L- The wear course was placed in all of area F, and area L will be finished early next week.
Update 6/30/23- (Area L)- This week all patch work has been completed. Next week, the wear course is scheduled to be placed next Thursday and Friday.
Area D & E- Curb is scheduled to be removed next week after the 4th.
Area C & K- Curb is scheduled to be removed next week after the 4th
Update 6/23/23- Barnes Rolling Oaks 2nd Add (Area F) / Barnes Rolling Oaks, Smiths Rolling Oaks, East Area (Area L)- This week, both areas were milled and some patch work has been done. Next week, driveways will be fixed and wear course will be placed.
Constance Corners (Area D) / Miller Woods 1st and 2nd Add (Area E)- Iron (manhole casting), pavement, and curb will be removed early in the week and late next week both areas will be milled.
Silver Meadows (Area C) / Kimberly Oaks (Area K)- Iron (manhole casting), pavement, and curb will be removed late next week.
Update 6/14/23- A pre-construction meeting was held with the contractor yesterday. An approximate construction schedule for each neighborhood is listed below. Please note, this schedule is subject to change due to weather and construction progress. Punchlist items and final cleanup will likely extend beyond the below listed "End" dates. Please watch your mail for a letter being mailed to all residents regarding this update.

Update 6/2/23- There will be a pre-construction meeting on June 13th and further details on the schedule will follow. Manholes, valves and curb removals have been marked on the project.
Update 4/28/23- Bids were received today. A preconstruction meeting will be scheduled following the City Council's approval of the bid. The earliest construction could begin is the week of June 5. More precise timing for each neighborhood being overlaid (there are 12 of them) will not be known until a pre-construction meeting is held in late May.
Update 4/12/23- A public hearing was held on 3/21/23. The plans and specifications were approved by the City Council and the project is currently out for bids. The bid opening is set for April 28th.
Update 3/8/23- Due to lack of a quorum, the public hearing originally scheduled for these projects at the 3/7/23 City Council meeting has been extended to the 3/21/23 City Council meeting, to be held at 7 p.m. at City Hall. A letter reflecting this has been mailed to all impacted property owners.
Update 2/27/23- A public hearing is scheduled for these projects at the 3/7/23 City Council meeting, to be held at 7 p.m. at City Hall. Residents impacted by these projects should have received a public hearing notice in the mail.
Identified in the City's 2023-2027 Capital Improvement Plan is a mill and overlay of approximately 7.1 miles of City streets. Roadways identified for a mill and overlay are deemed structurally sound where a mill and overlay is still cost effective. When roadways are deteriorated past the viable point of a mill and overlay, full depth reclamation or reconstruction is proposed. An overlay helps prolong the life of the roadway and defers the need for a more expensive total reconstruction. An overlay is expected to extend the life of the streets another 15+ years before a full reconstruction would be considered.
The areas identified for a mill and overlay in 2023 include: Woodland Creek Golf Villas, North Valley Ridge, Constance Corners, Millers Woods 1st and 2nd Additions, Nature's Run, Grey Oaks, Townhomes of Woodland Creek, Village at Andover Station Kimberly Meadows, Silver Oaks, Barnes Rolling Oaks 1st and 2nd Additions, and Smiths Rolling Oaks. Also included under separate project numbers is Prairie Road from Andover Boulevard to Bunker Lake Boulevard and Andover Boulevard west of Crosstown Boulevard.
Areas identified for a mill and overlay are depicted in red hatch on the attached map (Click here).
25% of the project costs are proposed to be assessed to properties fronting the improvements. The remaining 75% of the project costs will be funded through the City’s Road and Bridge Fund. Residents in these areas will be invited by mail to a neighborhood informational meeting by mail this fall.
